摘要
利用30个省2005~2014年的面板数据,研究了环境规制政策、环境执法对工业绿色创新能力的影响。结果表明：不同环境规制政策对工业绿色创新能力影响不同。从全国来看,“三同时”制度、环境排污制度、环境投诉处理率与工业绿色创新能力呈倒U型关系,污染治理制度与工业绿色创新能力呈正U型关系;研发投入、企业规模具有积极影响,而技术改造和市场制度具有消极影响。分地区来看,污染治理制度对东部地区工业绿色创新能力具有正U型关系;环境排污制度、环境投诉处理率对中部地区工业绿色创新能力具有倒U型影响,而污染治理制度存在正U型影响;环境立法对西部地区工业绿色创新能力具有负向影响,“三同时”制度、环境投诉处理率具有显著的倒U型影响。
Based on panel data of 30 provinces from 2005 to 2014, this paper studies the effects of environmental regulation policy and environmental law enforcement on industrial green innovation capacity. Results show that different environmental regulation policies have different effects on industrial green innovation capability. From the national point of view, three sim- ultaneous systems, environmental sewage system and environmental complaint handling rate have an inverted U-shaped rela- tionship with industrial green innovation capacity, while pollution control system has a positive U-shaped relationship with industrial green innovation capacity. R＆D investment, enterprise scale has a positive impact, while the technological trans- formation and market institution has a negative impact. In terms of different regions, the pollution control system has a posi- tive U-shaped relation to the industrial green innovation capability in the eastern region;the environmental sewage disposal system and the environmental complaint handling rate have an inverted U-shaped effect on the industrial green innovation ca- pability of the central region, while the pollution control system exist positive U type influences. Environmental legislation has a negative impact on the industrial green innovation capability of the western region, while the three simultaneous sys- tems and the environmental complaint handling rate have a significant inverse U-shaped effect.
