摘要
基于城乡二元结构的差异视角,构建了城乡统筹发展成效的综合测度指标体系,分析了成渝试验区2007-2015年城乡统筹综合改革成效以及城乡二元结构演进过程中城镇化的同步协调关系.研究发现,设立全国统筹城乡综合配套改革试验区后,成渝两区域的统筹城乡改革对缩小城乡二元差异产生了积极的影响;城镇化与工业化、非农业化的发展基本保持水平同步协调,但仍面临城乡经济二元差异、城镇化经济增长速度的失调等障碍和困难.因此,需通过优化城乡产业空间结构、破除生产要素城乡流动藩篱、加快推进新型城镇化建设等措施来解决城乡发展的障碍和困难,实现城乡协调发展.
Basedon differences of the urban-rural dual structure,a comprehensive index system for measurement was constructed to measure the efficacy of urban-rural coordinated development.The efficacy of the urban-rural coordinated development and the synchronous coordination relations of the urbanization in the evolving process of the urban-rural dual structure in the Chengdu-Chongqing pilot area between 2007 and 2015 were both subjected to thorough investigation.The study finds that,since the establishment as a national coordinated urban-rural comprehensive reform pilot area,the reforms coordinating urban-rural development in the two regions have exerted positive impacts on reducing the urban-rural differences;a synchronously coordinated development is basically achieved between urbanization,industrialization and agro-industrialization,yet still obstacles and difficulties like the striking dual differences of urban-rural economy,the imbalance of economic growth rate of urbanization cannot be ignored.Therefore,it becomes entirely necessary to optimize the urban-rural spatial structure and eliminate the restraints impeding the smooth flow of essential productive factors between cities and the rural areas,and to accelerate the new-type urbanization so that the coordinated urban-rural development can be rid of all of the obstacles and difficulties and made a reality.
