摘要
快速发展的跨境电子商务为当前低迷的外贸注入了新的活力,同时也为中小型外贸企业转型升级以及对外出口带来新的契机。在政策支持下,中小型外贸企业跨境电商零售出口获得了飞速发展,成为我国外贸创新发展的主流。但其进一步发展面临着许多需要破解的难题,如出口产品单一、专业人才匮乏,海外市场法律纠纷,缺乏有效的通关结汇服务,缺乏完善的跨境支付体系和跨境物流等。应综合发挥政府、海关、高校、企业及第三方跨境电商平台各方功能,在个性化、定制化产品生产,专业人才的培养,法律法规和通关、结汇服务的完善,构建完善的跨境支付体系和跨境物流联盟等方面作出根本性的改变。
The rapid development of cross-border e-commerce brings new energy for declining Chinese foreign trades, and at the same time, cross-border e-commerce also brings opportunities for Chinese small and medium-sized foreign trade enterprises in exports and transformation and upgrading. Small and medium-sized foreign trade enterprises for cross-border retail exports are developing rapidly with policy support, which have become the mainstream of Chinese foreign trade innovation. However, during the development of cross-border retail export, it will encounter some problems, such as single export product, talent scarcity, legal disputes in overseas markets, lack of effective customs clearance and exchange settlement services, lack of efficient cross-border payment system and cross-border logistics. According to these problems, from the perspectives of government, customs, university, enterprise and cross-border e-commerce platform, the article puts forward the solutions, such as personalized and customized production, talent cultivation, improvement of laws and regulations, service adjustment of customs clearance and exchange settlement, construction of cross-border settlement system, and establishment of cross-border logistic alliance.
