摘要
美国阿拉米达通道改造是一个具有典型意义的集装箱海铁联运项目。为加强集疏能力以适应港口的发展,洛杉矶和长滩两港积极推动阿拉米达铁路的规划设计,主动出资收购用于阿拉米达通道建设的原有铁路线,并成为通道公团组织的主要发起人和出资主体。阿拉米达通道项目的建设与运营产生了一系列环境、经济与社会效益。洛杉矶和长滩两港在阿拉米达疏港铁路运营后一直补充资金帮助偿还债务,体现出由于意识到自身在集装箱运输链条中的核心地位,而充分发挥在项目上的主体、主动和主导作用。阿拉米达疏港通道的建设与运营经验,为我国推进集装箱多式联运提供重要借鉴。
The Alameda corridor renovation project in the US is a typical project for sea-railway container transport. With the purpose of increasing the capablity to match the growth of the port, both Los Angeles Port and Long Beach Port have been active in promoting the planning and design of Alameda railway, buying the existing railway for the new Alameda port, and becoming the major founder and investor. The construction and operation of Alameda corridor has created a series of environmental, economic and social benefits. Since the operation of the Alameda port railway, both ports have been replenishing its funds to cover its debt, which shows that both ports have realized its core position in the container logistics chain, and thus plays their major, active and dominating roles. The experiences on the construction and operation of the Alameda port corridor can serve as a good reference for developing container multi-modal transport in China.
