摘要
为完善农村基本公共服务均等化"湛江经验",选择访谈法和观察法,对湛江第一批基本公共服务均等化示范村建设水平进行综合评估,总结出4点经验:建章立制,统一标准;"四动"联合,"三一"筹资;以奖代补,以评促建;村财镇管,信息公开。以事实为依据,重点分析区域均衡化发展困境、村庄现代化治理困境、绩效考核标准化困境,提出盘活政策资源、完善体制机制、注重科学引导、探索模式创新等政策建议,为湛江建成环北部湾中心城市保驾护航。
To accumulate ＂Zhanjiang experience ＂of the equalization of basic public services in rural areas, the first batch of Zhanjiang equalization of basic public service in rural areas is evaluated comprehensively based on interviews and observations, and four pieces of experience are put forward to： to set up rules and standards;to develop the public services from four aspects, to raise financing through three methods;to promote construction by evaluation;Village wealth Town tube,Information publicity. Based on the facts and the analysis of existing problems, some suggestions are put forward ： to realize the integration of urban and rural development by revitalizing the resources;to improve the village public service level by using the institutional mechanisms;to construct the service oriented evaluation system under the guidance of scientific methods;to explore the innovation of modes, to create the new benchmark for the policy suggestions of rural development.
