摘要
党的十九大报告首次提出了"统筹山水林田湖草系统治理"的新理念。统筹山水林田湖草系统治理具有重大的理论意义、实践意义、历史意义和国际意义;统筹山水林田湖草系统治理是生态学原理、环境科学原理、系统工程学原理在实践中的具体运用;统筹山水林田湖草系统治理必须遵循系统性原则、全面性原则、综合性原则、区域性原则和长期性原则,并采取6条具体措施,一是提高认识,二是科学规划,三是加快实施,四是严格执法,五是实施生态补偿,六是加强国际合作。
The new idea of"making overall planning of governance of the mountain,water,forest,cropland,lake,and grass system"is for the first time mentioned in the report of the CPC's Nineteenth National Congress. This paper,based on leaning and understanding of the report,discusses the important meaning,discipline foundation and strategic countermeasures for making overall planning of governance of the mountain,water,forest,cropland,lake,and grass system. It is believed that making overall planning of governance of the mountain,water,forest,cropland,lake,and grass system has an important theoretical,practical,historical and international meaning;making overall planning of governance of the mountain,water,forest,cropland,lake,and grass system is specific application of the fundamentals of ecology,environmental science and system engineering; and making overall planning of governance of the mountain,water,forest,cropland,lake,and grass system must be conducted in a systematical,comprehensive,integrated,regional and long-term way. Six specific measures should be taken:deepening the cognition; planning scientifically; quickening implementation; strictly enforcing law; providing ecological compensation; and strengthening international cooperation.
