摘要
在我国承包地经营权流转价格形成过程中,存在非市场因素干扰、流转中介缺失、流转价格非理性波动、政府价格调节行为"错位"等问题,导致流转价格不合理,抑制了农民和各类经营主体流转土地的积极性。在承包地经营权市场尚未完善的背景下,政府应发挥制度变迁的推动者、公共品的供给者以及市场调控者职能,科学运用宏观管理政策工具,从制度层面引导微观主体行为,以引导流转价格合理形成。
In the price formation of contracted land management right, there are problems like non - market factor interference, lack of intermediary, Irrational fluctuation of circulation price and behavior ＂dislocation＂ of the government, which have led to unrea- sonable prices and inhibited the enthusiasm of farmers and various management entities to transfer land. Under the background of im- perfect contracted land management right market, the government should play the roles of agent of institutional changes, supplier of public goods and market regulator, using scientific macro - management policy tool to guide micro subject behavior from system level so as to guide the formation of reasonable prices.
