摘要
土地流转租金的市场化是农村土地要素市场发育的重要特征,当前农村土地市场中流转租金的形成机制并不健全。土地流转租金居高不下甚至快速上涨对土地流转的规模和速度产生较大的影响,众多学者从不同视角给出了阐释,但鲜有从农业经营外包影响农村土地流转视角的阐释。使用随机抽样和分层抽样,基于湖南、吉林和重庆3省(市)2014—2020年实地跟踪调查数据,采用固定效应模型等方法实证分析农业经营外包对农村土地流转租金的影响。结果表明:农业经营外包明显推动了农村土地流转租金的上升,主要原因在于农业经营外包显著提升了农业规模经营主体的经营能力,增大了农业规模经营主体的土地流转需求,打破了农村土地流转市场供求平衡关系,出现流转市场中农村土地供不应求的情形。但是,没有直接证据表明农业经营外包会对小农户的土地流转行为产生显著影响。此外,农业经营外包在丘陵地区影响农村土地流转租金快速上升的作用不明显。文章提出转变小农户的传统观念,引导小农户参与农业经营外包,全面推动小农户与现代农业的有机衔接,全面推进乡村振兴等政策建议。
The marketization of land transfer rent is an important feature of the development of rural land market. The formation mechanism of transfer rent in the current rural land market is not sound, the high and even rapid increase of land transfer rent has a great impact on the scale and speed of land transfer. Researches on rural land transfer are carried out from different perspectives except from the agricultural outsourcing operation. Based on the field tracking survey data from 2014 to 2020 in Hunan,Jilin and Chongqing,this article empirically analyzes the impact of agricultural outsourcing operation on rural land rent by the methods of random sampling, stratified sampling and fixed effect model. Results show that agricultural outsourcing operation obviously promotes the increase of rural land transfer rent,the main reason is that agricultural outsourcing operation significantly increases the operation ability of the agricultural entities and enlarges its requirements accordingly. As such,the balance between the supply and demand of rural land circulation market is broken,leading to a possible short supply of rural land. However, there is no direct evidence that agricultural outsourcing operation has a significant impact on the land transfer from the farmers who operate the small-scale farming. In addition,the effect of agricultural outsourcing operation on the rapid rise of rural land rent in hilly areas is not obvious. Some policy suggestions are put forward,such as changing the conventional thinking of small farmers,guiding small farmers to participate in agricultural outsourcing operation, promoting the organic connection between small farmers and modern agriculture,and promoting rural revitalization.
