摘要
难民问题是长期存在的，在中东地区尤为明显。在全球治理中，国际社会通过多层次、多领域的合作，取得了明显的成效。然而一些障碍性因素的存在使得这一问题难以从根本上得到解决。在这个问题上中国与西方国家不同，西方国家一般注重问题表面治理，而中国更加注重的是根本问题的解决。中国在中东难民问题治理中，通过单边援助与双边对话以及多边会议等多重机制在解决中东难民问题上发挥着不可替代的作用。
The refugee problem is long-standing and is particularly evident in the Middle East. In the global governance, the international community through the multi-level and multi-field cooperation, has achieved remarkable results. However, because of the existence of some obstacle factors, makes this problem difficult to fundamentally be resolved. On this issue, China is different from the Western countries, Western countries generally focus on surface governance, and China is more focused on the fundamental solution. China has played an irreplaceable role in resolving the problems of the Middle East refugees through multiple mechanisms, such as unilateral assisfance and bilateral dialogue and multilateral meetings.
