摘要
温州"城市书房"在建设过程及后续日常运维中,通过引入社会力量参与,减轻了财力、人力和场地等因素带来的负担,扩大了图书馆的服务范围,提升了服务质量。社会力量的引入,也带来管理松散、服务质量下降等问题,建议通过建章立制、注重绩效、激励机制等手段来解决。
By the introduction of social forces, Wenzhou "City’s Study" reduce the burden of financial, human and site factors, and expand the scope and improve the quality of the library services during the construction process and subsequent operation and daily maintenance. It also brings loose management, service degradation and other issues with the introduction of social forces. This paper recommends to solve the problems by setting of rules and systems, focusing on performance and introducing incentive mechanism.
