摘要
甘肃省发行了科技创新券,并规定了创新券适用的服务范围,主要在研究开发、技术转移、检验检测、创业孵化、知识产权、科技咨询、科技金融、科学技术普及等科技服务领域,先期仅在检验检测服务领域中试行。随着甘肃省建设特色型知识产权强省试点工作的深入开展,将创新券应用于知识产权服务领域,尤其是应用于专利申请代理服务领域变得越来越迫切。对创新券应用于专利申请代理服务领域中的运行机制和管理办法进行探索性研究,并总结甘肃省实施创新券专利申请代理服务过程中应当注意的一些问题,以便为甘肃省创新券在专利申请代理服务领域中的推广应用提供决策参考。
Gansu province issued the voucher,planned to use it into the service of R＆D, technology transformation, inspection and detection, intellectual property, sci-tech consultation, scientific and technological finance, popularization of science and technology and so on. Early, the voucher only was used into the service of inspection and detection. With the development of the pilot province of special intellectual property in Gansu province, it is becoming more and more urgent to apply the innovation vouchers to the field of intellectual property services, especially the application of patent applications, For this purpose, this paper explores the operational mechanism and management methods of voucher used into the field of patent application agent service,and summarizes some problems that should be paid attention to the voucher used into the patent application agency in Gansu province. All of which were intended to provide the decision-making reference for the voucher used into the patent application agency in Gansu province.
