摘要
管网业务是深化天然气行业改革的重点领域。近年来,国家陆续出台了多项与天然气管网设施建设、运营及监管有关的法规政策,对天然气管网改革进行了有益尝试。然而,管网投资建设、第三方公平准入、政府监管等方面仍存在问题亟待解决。基于对美、欧、俄天然气行业改革经验的分析梳理,结合现阶段我国的基本国情及天然气运营管理模式,本着循序渐进,分布实施原则,提出有关建议。
The pipeline business is a key area in deepening the reform of natural gas industry. In recent years, several regulations and policies related to the construction, operation and supervision of natural gas pipeline facilities has been successively issued in China and the government has made some beneficial attempts to reform natural gas pipeline. However, the problems existing in pipeline investment construction, the third party fair entry and government supervision etc. are urgent to be settled. Based on the analysis on the experience of natural gas industry reform in America, EU and Rus sia and combined with the basic national condition and natural ga operation and management models of China and based on the prin ciples of implementing step by step, relevant suggestions are pro posed.
