摘要
公务员工资制度不仅是收入分配制度的重要组成部分,同时也是公务员制度有效运行的基础。对公务员工资水平进行横向比较是公务员工资制度中一个复杂而关键的问题。通过分析对比日本和美国公务员工资水平横向比较的"五同技术"与"职位价值"方法,发现我国当下不具备运用这两种方法的条件与基础,并提出"标杆职位法"这一不同于美国与日本的且比较适合中国国情的公务员工资横向比较方法。在运用标杆职位法进行公务员工资水平横向比较时,调查主体选择利用市场调查机构进行多元化建构;调查对象选取参照全国经济普查数据确定企业平均工资水平,并效仿西方把私营企业也作为公务员工资横向比较的对象之一;通过调查与比较方案设计,统一口径确定工资对比范围,利用四分位值对工资数据进行分析,为科学确定国家公务员的工资水平、实现公务员工资的动态调整提供参考依据。
Civil service wage system is not only an important part of the income distribution system,but also the basis of the effective operation of the civil servant system.To compare the wages of civil service is a complicated and crucial problem in the wage system of public service.Five same technology and position value are not the right methods to be used in China on the basis of comparative analysis of Japan and the United States civil service wages horizontal comparison with the two methods mentioned above.Pole positions method is put forward o be used in China.When Pole positions method is used,investigation body is chosen to use market research agencies to diversify construction.Respondent is chosen to determine the average wage level enterprise in accordance with national economic census data.Private enterprise is one of the members of civil service wages horizontal comparison.A reference is provided on scientific determination of the wages of civil servants and dynamic adjustment of salaries of civil servants by means of the investigation and comparison of design,the same method to determine contrast range of wages,using quartile to analyze data.
