基于DPSIR模型的哈尔滨市低碳城市发展评价初步研究 被引量:2

摘要 采用22个指标,基于DPSIR模型在5个方面(Driving forces(驱动力)、Pressure(压力)、State(状态)、Impact(影响)和Responses(响应))构建了一组低碳城市评价体系,运用主成分分析法来确定各指标层权重,应用线性加权法计算了2007年到2014年哈尔滨市的低碳城市经济可持续发展水平,并根据相关研究文献划分了低碳经济可持续发展评价标准,获得了哈尔滨市的低碳发展等级,在6个方面(产业结构、能源利用、技术水平、碳汇、公众和政府政策)提出哈尔滨市构建低碳经济可持续发展城市的合理化建议.研究发现,哈尔滨市低碳城市建设水平不断提升,低碳竞争力也在不断的增强,但哈尔滨市仍处于中高碳经济发展水平,据低碳经济发展城市任重道远,还要继续保持森林覆盖率的优势,扩大绿地面积,增加碳汇储存能力,优化产业结构,提高资源利用率,进一步提高哈尔滨市低碳经济发展水平. In this paper,a set of low-carbon urban evaluation system is constructed based on DPSIR model in five aspects(Driving forces,Pressure,State,Impact and Responses),Using the principal component analysis method to determine the weight of each index layer,the linear weighting method was used to calculate the sustainable development level of low-carbon cities in Harbin from 2007 to 2014,and the low-carbon economy sustainable development evaluation was divided according to the relevant research literature(Industrial structure,energy use,technical level,carbon sinks,public and government policies)in Harbin,and put forward the rationalization proposals for the construction of low-carbon economy sustainable cities in Harbin. The research shows that the construction level of low-carbon cities in Harbin has been improved,and the low-carbon competitiveness is also increasing. However,Harbin is still in the middle and high-carbon economic development level. According to the low-carbon economy,the city will continue to maintain the advantages of forest coverage,Expand the green area,increase carbon storage capacity,optimize the industrial structure,improve resource utilization,and further improve the level of low-carbon economy in Harbin.
