摘要
从需求面、供给面、环境面3个层面,选取中国最具高技术产业竞争力的北京、天津、深圳、西安、成都5个城市产业扶持政策进行研究。通过对五城市高技术产业政策条款进行编码、结构化和内容分析,指出五城市高技术产业政策在需求面、供给面、环境面具有明显的偏好差异,深刻剖析不同城市在高技术产业政策工具运用方面的差异和共性,可为政府相关部门制定和完善高技术产业扶持政策提供借鉴。
The high-tech industry supportive policies from the five most competitive cities of Beijing, Tianjin, Shenzhen, Xi ＇an, Chengdu were selected to undergone investigation from the aspects of demand, supply and environment. Through encoding, structure and content analysis, obvious differences in preferences among these five cities has been pinpointed. Differences and similarities with the utilization of tools were also discovered. Finally, references were provided to formulate and improve the high-tech industry supportive policies for the relevant government departments.
