摘要
高校安全问题始终是教育界最基础、最受关注的问题,因为它关系到全校所有师生的安全,直接影响正常教学活动的进行。目前学者们在高校安全问题方面分歧较大,表现在按照现有理论建立的防控体系均存在局限,不能很好地适应我国高校安全事故频发现状,严重影响了高校安全。我们认为有代表性的高校安全问题主要是网络与信息类安全问题、治安类安全问题、心理类安全问题。基于4R危机管理理论,在有针对性地分析这些问题发生的主要原因的基础上,建立包含事前预防机制、事中响应机制、事后赔偿及保障机制、及贯穿于危机全过程的应急预警监控机制的高校安全防控体系。
Campus safety and security is an important issue,which concerns everyone and will directly affect teaching and learning on campus. Nevertheless,campus security management systems we have in China today are far from satisfactory. Many higher education institutions are plagued especially by problems concerning internet,societal and psychological safety. Based on the theory about the 4R's of Crisis Management,this paper is to identify problems with security management systems in higher education institutions in China and give helpful suggestions about how to improve the current situation.
