摘要
针对联合作战协同效能评估指标体系不够科学和权重计算方法比较单一的问题,立足联合作战协同的本质特性和作战协同效能评估尺度,通过维度映射构建了包括整体性、精确性、时效性、灵活性和稳定性等5个一级指标、作战行动有序性、力量优势互补程度等10个二级指标的联合作战协同效能评估指标体系。通过构建离差最小组合赋权模型给出了主客观赋权合成的方法,并结合指标体系权重计算验证了方法可行性。
With the problem of the joint operational synergy effectiveness evaluation system is not enough scientific and index weight calculation methods were relatively simple,we construct the joint operational synergies effectiveness evaluation system by mapping dimension based on the essential characteristics of the joint operational synergies and operational synergies effectiveness evaluation criteria. The five first-level indicators are integrity,accuracy,timeliness,flexibility and stability. The ten secondary indicators are orderly operations,superiority in strength degree of complementarity and etc. By building the smallest difference from a combination of subjective and objective empowerment,we put forward the Combination Weighting methods and verify the feasibility of the method by index weighting calculation.
