摘要
从政府透明度和公民参与的视角考察政府职能转变与公共服务满意度之间的影响作用机制,采用问卷调查方法获得439份城乡居民的有效数据,统计分析的结果表明:政府职能转变、政府透明度、公民参与和公共服务满意度四个变量之间具有显著的正相关。政府透明度和公民参与在政府职能转变对公民公共服务满意度的正向影响关系中表现出显著的链式多重中介作用,其中,政府职能转变对公共服务满意度的作用更多是通过政府透明度予以影响的。重视社会治理绩效评价的主观指标,对推进社会治理现代化具有重要意义;而在政府职能转变的背景下,要重点关注、加强社会公平和法治建设,进而在政府透明度和公民参与路径下切实提升公民的公共服务满意度。
From the perspective of government transparency and citizen participation, the present research examines the impact of government function transformation on public service satisfaction. The research obtained valid data of 439 rural residents by using the method of questionnaire investigation, and the results showed that there is a positive correlation between the government function transformation, government transparency, citizen participation and public service satisfaction. Government transparency mediates the relation- ship between government function transformation and public service satisfaction, and citizen participation has a chain mediation effect between government function transformation and public service satisfaction via govern- ment transparency. The influence of government function transformation on public service satisfaction is more shown by government transparency's mediating. Further analysis of the present research indicated that the sub- jective indicators of social governance performance evaluation are of significance for promoting the modernization of social governance ; and in the background of transformation of government functions, we should focus on and strengthen social justice and the law construction, in order to improve the citizen's public service satisfaction through the path from government transparency to citizen participation.
