摘要
因具备较高的运营效率,能够吸引社会资本参与基础设施建设、缓解政府财政压力等,利用PPP项目融资模式发展基础设施受到世界各国推广。但在实践中,有许多PPP项目失败了。在文献调研及案例分析的基础上,本文分析中国28个PPP项目的实施过程,寻找影响PPP项目运作成功的关键因素。结果表明,PPP项目运作成功的关键是完善的PPP制度环境与体制、健全的金融体系及政府的契约精神。合作企业的能力与信用同有效选择PPP项目等因素共同决定了项目成败。本文研究在理论上能有效回答"影响PPP项目运作成功的关键因素"这个问题,在实践上有助于相关政府部门及企业管理人员有效进行PPP项目投融资决策。
Public-Private Partnership models for infrastructure construction are attracting global attention and promotion because of their high efficiency and contribution in attracting social capital and relieving the governments＇ financial burden. However, many PPP programs have failed in practice. Based on literature review and case studies, this study evaluates 28 cases of PPP and looks into the key factors influencing the success of PPP models. The results show that the perfect legal policy, sound financial system and government contract spirit, together with the resources and credits of the cooperative enterprises, are the key factors of PPP projects. This article will be instructive in theories with respect to the question of ＂what are the key factors that influence the adoption of PPP＂ , and in practice it will also be helpful to governments and enterprises to make effective financial decisions.
