摘要
"协同"机制的构建与有效运作是协同创新的核心要义之一。在"2011计划"的运作过程中,高校协同创新机构作为既有体制下的组织形态与治理"特区",依然受制于既有体制的种种壁垒,"组织—治理"很多情形下出于"空转"而缺乏实质性的管控,协同创新机构没有成为引领合作的先导,反而在某种程度上成为各机构的功利附属。高校协同创新机构的管理创新依然远落后于科研创新的步伐,"低协同度"成为阻碍实质科研创新的突出问题。高校协同创新中心既不同于以"权力—命令"为链条的科层组织,也有别于以"契约—交易"为纽带的市场组织,其组织形态应该是一种比科层组织更灵活,比市场组织更有效的网络组织,因此有必要将其产生的协同度问题置于"组织—治理"的视角下结合网络组织及其治理相关理论加以重新审视。高校协同创新机构协同度的提升要通过以重大科研成果产出、体制机制协同绩效生成等为目标,以大学、企业、研究机构为核心的多元主体协同互动的网络创新模式才能得以实现。通过文化协同、组织协同、战略协同的具体路径,希望有效改变高校协同创新机构"逻辑实体、物理虚体"的状态,推进协同创新的组织形态和治理结构"脱虚向实",实现整体协同效率不断提升。
Synergy mechanism building and effective operation is a key factor to collaborative innovation. Collaborative innovation agencies in universities and colleges as special zones of institutional forms and governance under the 2011 Plan are still subject to various system barriers. Because institution- governance is lack of substantive control due to empty functions in most situations, the synergy mechanism to some extent became utilitarian subsidiary of each institutions instead of being the cooperation leader. Therefore, the management innovation of collaborative innovation agencies fell behind research innovation, and low synergy became a significant problem for substantive scientific research innovation. This essay contends that, collaborative innovation agencies are not only different from bureaucratic organizations driven by power and order, but also different form market organizations driven by contract and transaction. In fact, they are institutional networks more flexible than bureaucratic organizations and more efficient than market organizations. So their synergy problems should be studied in in an organization- governance perspective and combined with network organization and its governance theories. The problems can only be solved by synergistic interaction of network innovation of multiple subjects including universities, enterprises and research institutions, with the goals to achieve significant scientific research output and collaborative performance generation of institutional mechanism. This essay proposed specific paths of culture, organization and strategy synergy, in hope of changing collaborative innovation institutions' status of logical entity and physical virtual body in colleges and universities, and promoting the organizational form and governance structure off to the virtual reality and achieving an overall improvement of collaborative efficiency.
