摘要
运用理论分析、目标分析和实证分析相结合的研究方法,从城镇建设、旅游资源开发、旅游产业形成、旅游要素配套、旅游管理保障、旅游环境保护、旅游社区参与和旅游创意利用八个方面,构建了旅游小镇成熟度评价指标体系和旅游小镇成熟度综合评价函数。在此基础上,以首批湖湘风情文化旅游小镇为例进行实证研究。结果表明:(1)湖湘风情文化旅游小镇发展状态整体处于近成熟早期,且12个旅游小镇发展状态差异明显;(2)八项准则层的发展状态也有较大差异,旅游社区参与度和旅游环境保护度发展较好,而旅游创新利用低;(3)33项指标内部差异较大,资源价值挖掘和社区居民参与度已趋于成熟,而公共服务设施完善度、特色文化项目开发、内部交通配套特色度等7项指标则处于发展中期;(4)案例研究初步证明了构建的旅游小镇评价体系的实用性和计算函数的可行性,能够较好描述旅游小镇发展状态。
This paper constructs comprehensive Evaluation function the and index system of tourism town maturity by use of theoretical analysis, objective analysis and empirical analysis from the urban construction, the development of tourism resources, tourism industry, tourism facilities, tourism form elements of management, tourism environmental protection and tourism community participation and tourism creative use of eight aspects and 33 indexes. On this basis, the authors evaluate the developing maturation status of the first Hunan customs and cultural tourism town.The evaluation result are： 1）Their developing maturation in the overall in the early quasi maturity, and their difference are very obvious; 2）The development status of the 8 standards also has great differences, the tourism community participation and tourism environmental protection degree is better, and the tourism innovation and utilization is low; 3）33 indicators internal differences is greater, resources value and community residents participation are become more and more mature, and public service facilities perfect degree, cultural characteristics of the project development, internal transport characteristics are in the medium-term development; 4）The case study preliminary proves the feasibility of the evaluation system of tourism town and the feasibility of the calculation fianction, which can describe the development of the tourism town.
