摘要
伴随全球气候变暖导致北冰洋融冰加剧,北极地区的经济和地缘战略价值被"重新发现",这同时也使得北极争夺加剧。北极问题因而成为国际热点问题。近七八年来,北极问题成为中国学者研究的一个重要领域。本文力图对国内国关学界北极研究进行综述,本文基于2007~2016年近9年中国国际政治类杂志相关刊文的文本和数据分析,笔者根据刊文议题和来源对刊文进行分类,梳理总结国内学者的研究成果,总结其分歧与共识,并指出研究的亮点和不足。国内北极研究可分为地缘政治、国际机制、北极安全和北极治理4类。本文的结论是,未来国内国关学界应注重整体性和系统性的北极研究;加强对国别北极战略和政策实践的效果评估;重视结合理论或从理论视角对相关问题进行研究,提高国内北极研究的学术性和学理性;力求对北极问题的研究超越第一阶段的"介绍"和"对策",真正进入到第二阶段的"研究"和"理论化"层次。
With global warming leading to increased melting ice in the Arctic region,the economic and strategic value of the region was 'rediscovered'. Meanwhile,it also makes the competition in the Arctic more fierce. As a result,the problem of the Arctic has become one of the most important international issues. For the past few years,the Arctic has become an important research field in China. This paper reviews the studies comprehensively on the Arctic in China. With the themes related to 'the Arctic',this paper sifts through the numerous articles in Chinese Journal of International Politics, gets sample articles and makes a textual and statistical analysis of these articles. This paper also sorts out views from these articles,summarizes the differences and consensus of the writers,and points out the highlights and weaknesses of these studies. This paper concludes that we should focus more on overall and systematic study of the Arctic, strengthen the assessment of effectiveness of the national Arctic strategy and policy,and improve academic and scientific quality of study in the future.
