摘要
"数字福建"建设经历了信息化1.0、2.0到3.0三个阶段,在我国信息化建设历程中有较好的代表性。以"数字福建"建设为例,总结了信息化建设经验,特别是信息化机制建设的不足,认为在"互联网+"背景下,信息化3.0时代应从系统、全局、应用和发展趋势的视角加强建设,从而形成机制体系,激发各参与主体的活力,进而从体系上理顺执行机制,强化监控问责和应用创新,摆脱评估惯性,完善修正机制等。
The construction of “Digital Fujian” has experienced three stages from Informatization 1.0, 2.0 to 3.0, which has a good representation in the course of information construction in China. Taking the construction of “ Dig-ital Fujian” as a case, this paper sums up the experiences and shortages in informatization construction,considering that Informatization 3.0 construction should be strengthened from systematic, overall,applied and de-velopmental views under the background of Internet＋,so as to form a mechanism system and stimulate the vitality of the main body in the construction,and further to rationalize the operational mechanism,strengthen supervision and accountability,get rid of inertia evaluation,improve the correction mechanism and so on.
