摘要
精细化管理正逐步成为高校治理新趋势。首先聚焦当前我国高校专利转移面临的权属制度争议、收益分配制度不完善、前置管理缺位等核心障碍;在此基础上,考察美日德英四国在发明权属制度、收益分配制度、专利转移标准程序、税务事项管理、利益冲突5个方面的精细化管理;从全过程标准化管理和细节管理视角提出了构建我国高校专利精细化管理体系,提升高校专利转移成效的具体政策建议。
Elaborate management is becoming the new trend of university administration. In order to enhance university management level through introducing elaborate management, this paper focuses on the obstacle and empirical analyses of developed countries. First, this paper demonstrates obstacles, such as the dispute in ownership and revenue management. And then this paper introduces the management on standardization of university patent transfer, invention ownership arrangement, taxation management, and interest conflict in US, Japan, German, and UK. Lastly, with the purpose of promoting elaborate management, this paper provides suggestions from the perspective of process management, standardization management, and balance of right and interest, for university and policy makers
