摘要
针对铁路货运组织改革以来杭州货运中心与车务站段结合部安全风险管理方面存在的各种问题,在构建结合部安全风险评价指标体系的基础上,建立基于层次分析法的结合部安全风险综合评价模型,并运用Matlab运算得出结果,确定各风险项点权重。结合实例分析结果,提出具有针对性的结合部安全风险卡控措施,即健全结合部安全管理的组织机构、明晰结合部各岗位的职责范围和作业标准、建立结合部评价指标体系、开展安全专项整治活动、加强日常沟通协调及信息定期分析制度、推进职工教育工作。
Targeting with the problems existing in safety risk management of the integration department combining Hangzhou Freight Transport Center and train crew depot since the reform of railway freight transport organization,on the basis of establishing the safety risk evaluation index system for the integration department,the safety risk comprehensive evaluation model for the department is established based on AHP,the result is calculated by Matlab and the weight of each risk item is determined.Combining with the result of example analysis,this paper puts forward targeted measures of safety risk card control for the integration department,such as completing safety management organization for the integration department,clearing the responsibilities and operation standards of each post in the department,establishing an evaluation index system in the department,carrying out special treatment actions for safety,strengthening daily communication coordination and periodic information analysis system as well as promoting employee educational works.
