摘要
环境影响因子识别是战略环境评价的基础内容之一。本文通过分析战略环境影响发生的 2个战略根源和 3类环境影响受体 ,提出战略环境影响发生机理。 2个战略根源分别是战略缺陷和战略的“超域效应和外部性”;3类环境影响受体包括全球可持续性因子、自然资源因子和当地环境质量因子。对环境影响因子识别、影响范围识别和时间跨度识别等 3个方面的战略环境影响识别内容进行了研究 ,并对战略环境影响识别依据进行了分析 ,给出了可应用于战略环境评价的识别方法。同时 ,以上海市能源专项规划为例 ,进行战略环境影响因子与影响范围的识别 。
Based on the analysis of the two strategic sources, i.e., 'strategic failure'and 'extra domain effect & externality', and the three kinds of receptors, known as the global sustainability elements, physical resources elements and the regional environment quality elements, the present paper brings about an elementary mechanism on Strategic Environmental elements influencing the occurring of a war. Since the purpose of studying the strategic environment assessment (SEA) is to eliminate or mitigate the environmental impacts caused by unpredictable strategic failures as well as to control the environmental problems in regard to the strategic decision making sources, it is essential to identify the environmental elements actuated by the proposed strategy in the future as a key factor influencing the strategy prediction and the comprehensive assessment in SEA. The principles and methods of environmental impact assessment (EIA) at the strategic level may include the study of such items as policy and law, plan as well as program (LPPPs), strategic environmental assessment (SEA) should be done formally, systemically and synthetically so as to identify the process for a strategy and its alternatives' environmental impacts. To make the environmental impact assessment more accurate and effective, the present paper studies the two steps of impact factors identifying in SEA, that is, first of all to identify all the predictable environmental impact elements and the relation between the elements concerned and the strategy proposed, and then to discern the key elements. Taking the Energy Sources Exploration Program of Shanghai (2001-2005) as a case to be studied, both the environmental impact elements and the assessment of each item and the spatial scope distribution of the environmental elements are investigated with a corresponding assessment indicating system of SEA established. In conclusion, some key problems to be solved in the future on the environmental elements identification in SEA are discussed in the paper, which indicates that the present research is by no means a comprehensive one.
