摘要
住房是一种特殊商品,不能仅仅从住房市场的供求关系层面进行分析。研究住房问题,要区别住房商品满足"客观需要"和满足"市场需求"两种不同属性。住房首先是满足家庭劳动力再生产的必需品,是劳动者的一种"客观需要",这是中国特色社会主义条件下制定住房政策的理论出发点。我国住房问题的产生与住房市场和住房政策背离满足"客观需要"这一本质属性直接相关,具体体现在住房在生产和流通领域的过度市场化;地方政府行为的企业化;住房属性的资本化。从根本上解决我国住房问题必须要回归住房商品满足"客观需要"的属性;合理匹配地方财权与事权;坚决打击住房投机行为,适时转变住房上涨预期以及培养"以租代购"的专业化住房租赁市场。
Housing is a special commodity and it can not only be analyzed at the level of the supply-demand relationship in the housing market.To study the housing problem,two different properties of housing commodities,including the 'objective need' and the 'market demand',shall be distinguished.Housing is first the necessity for households' labor reproduction and an 'objective need' of workers,which is the theoretical starting point for the socialist system with Chinese characteristics to formulate the housing policy.The emergence of the housing problem in China is directly related to the housing market and policy going against meeting the essential property of 'objective need',which is specifically shown in the excessive marketization of housing in the fields of production and circulation,the enterprization of the behavior of local government and the capitalization of housing property.To fundamentally solve the housing problem in China,it is necessary to return to the situation of housing commodities meeting the property of the 'objective need',rationally match the local financial rights with authority,resolutely crack down on housing speculation,timely change the anticipation of rising housing price and cultivate the professional housing leasing market of 'rent as replacement of purchase'.
