摘要
土地是实现城镇化的重要载体。推进新型城镇化需要深化农村土地流转制度改革,通过农村土地流转来促进劳动力和土地的有效配置,从而达到统筹城乡的目的。分析了新型城镇化建设背景下农村土地流转的现状和已有的流转模式,针对农村土地流转不平衡、土地收益分配不均和监管力度不够等问题,从政府职能和定位优化的角度提出完善土地流转制度的系统性政策建议,为形成政府、市场和流转服务中介组织共同推动的土地流转格局提出相关对策与建议。
land is an important carrier to realize urbanization. To promote the new urbanization needs to deepen the reform of rural land circulation system, promote the healthy and orderly development of rural land circulation, realize the effective integration of land resources. This paper analyzes the construction of new towns under the background, status quo and existing rural land circulation pattern for rural land circulation imbalance, land income inequality, problems of inadequate supervision system, put forward policy suggestions for perfecting the land circulation system from the government functions and positioning optimization perspective, puts forward the related countermeasure and suggestions to jointly promote the formation of the government, and for the market circulation service intermediary organization of land circulation pattern.
