摘要
针对近年国内油气管道应急抢险过程中的一些问题,提出了一种评价油气管道维抢修公司应急抢险能力方法。以西北石油管道维抢修分公司为评价研究对象,分析抢险公司的应急抢险能力要素,构建了应急抢险能力3个一级与18个二级的评价指标体系。运用结构熵权法分析评价指标认识盲度向量和总体认识度向量,确定评价指标权重值、融合权重值和关联函数,通过多级可拓评价求出一级评价指标与评价等级的关联度矩阵,最终确定该公司应急抢险能力等级和应急抢险能力。应用结果表明,该评价研究对提高油气管道应急抢险能力具有重要的指导作用。
In view of some problems existing in the process of domestic oil and gas pipeline emergency rescue in recent years,this paper presents a method to evaluate the emergency rescue ability of oil and gas pipeline maintenance company. Taking Maintenance and Repair Branch of Northwest Petroleum Pipeline Company as the research object,the factors of influencing the emergency rescue ability of the company are analyzed,a evaluation index system with 3 first-class indexes and 18 second-class indexes is constructed,the recognition blindness vector and the overall recognition vector of the evaluation indexes are analyzed using structure entropy method to determine the weights of the evaluation indexes; combining the weight value with correlation function,the correlation matrix of the first-class evaluation indexes with the evaluation grade is obtained by multilevel extension evaluation to determine the level of the emergency rescue ability of the company. The practical application results show that the evaluation method has important guiding role in improving the emergency rescue ability of the oil and gas pipeline maintenance company.
