摘要
近年来,我国失业保险基金累计结余额居高不下,如何有效地利用失业保险基金是学术界及全社会共同关注的焦点。本文在分析我国失业保险基金结余情况的基础上,运用多元回归分析方法对失业保险基金结余的影响因素进行了实证分析,明确了影响因素的显著性及大小,在此基础上提出了扩大失业保险制度覆盖范围、提高失业保险待遇给付水平、调整失业保险基金支出结构、构建保险费率灵活调节机制等对策建议,旨在合理利用失业保险基金,充分发挥失业保险制度对促进就业再就业的作用,实现失业保险制度的可持续发展,加快社会主义和谐社会的构建。
In recent years, the accumulated amounts of fund of the unemployment insurance remain high, how to use these funds effectively becomes a hot topic. Based on the analysis and discussion on the situation of the unemployment insurance fund, the paper uses multiple linear regression method to analyze factors that affect the balance of the fund. To solve this problem, the paper proposes the opinion such as letting more people into unemployment insurance system, improving the level of unemployment insurance benefits, adjusting the structure of expenditures for unemployment insurance fund, introducing the automatic adjustment system of the insurance rate and so on. The paper aims to use unemployment insurance fund reasonably that it can work efficiently, achieving the sustainable development of China＇s social security system.
