摘要
基于失业保险基金支出与失业人员再就业的全国时间序列数据（1993~2012年）和省级面板数据（1999~2012年）,采用线性协整理论和以误差修正为基础的面板协整理论对失业保险基金支出与失业人员再就业人数的关系分别进行了检验。研究发现：失业保险基金支出在全国范围内的促进就业功能是正常存在的。但是从全国各省份来看,失业保险基金支出对失业人员再就业的影响具有显著的区域差异性。绝大多数省份的失业保险基金支出对失业人员再就业不仅具有长期协整关系,而且短期内具有反向的误差修正机制。因此建议构建省级层面的失业保险基金支出与就业联动机制,明确失业保险基金各项支出尤其是＂促进就业＂支出的比例。
Based on time series data 1993 - 2012 of China and panel data 1999 - 2012 of province, using linear cointegration and error - correction - based cointegration tests for panel data, this paper makes an empirical study of relationships of unemployment insurance fund expenditure and the re - employment of unemployed staff. The empiri- cal results show that the function of promoting employment of unemployment insurance is normal and existing. The effect of unemployment insurance fund expenditure on the re - employment of unemployed staff is obvious in differ- ent regions. In most of the provinces, unemployment insurance fund expenditures are found to have a strong positive effect on re - employment of unemployed staff from long - run. It is the mechanism of reverse error - correction from short - run. In conclusion, provincial governments should build the linkage mechanism of unemployment insurance fund expenditure and re - employment of unemployed. In order to give full play to the proper function of unemploy- ment insurance, it is important that clearing the proportion of unemployment insurance fund expenditure, especially the proportion of promoting employment.
