摘要
本文基于对国内外代表性开发园区的案例分析,结合皖江城市带承接产业转移示范区的"传统"开发园区管理体制模式和安徽省两大省直建区"新"模式,分析其存在的问题,探究开发园区与属地政府间关系形态创新;借鉴郑永年国家角色模型,提出皖江产业示范区两大省建区与属地政府关系形态从竞争走向平衡竞合关系形态,最后探讨了开发园区向综合新城转型的必然性.
Combining the management system of the ＂traditional＂ development park and the two largest provincial district ＂new＂ mode in Wan-jiang City Industrial Transfer Demonstration Zone, the paper, based on the analysis of Development Park both at home and abroad, makes analysis of the existing problems to explore new relationship between Development Park and territorial government. Referring to Zheng Yong-nian State Role Model, the paper proposes that the relationship between Industrial Concentration Area in Wan-iiang and territorial government has become a balanced competitive cooperation rather than the competition alone. Finally, the necessity of the transition of Development Park to a comprehensive new Town is discussed.
