摘要
十八大以来,以习近平同志为核心的党中央在治国理政方面进行了诸多新探索,形成了法治国家、法治政府与法治社会一体建设,公平正义、司法公正、国家治理体系和治理能力现代化等诸多新理念与新思想。在新理念、新思想指引下,治国理政的实践探索逐步展开:加强反腐体制改革,实现权力运行规范化;加强法治建设,实现治理能力现代化;推动社会治理创新,促进社会治理协商化、民主化、包容性;强化开放、流动社会中的公共管理服务功能,促进城乡管理服务一体化。这一系列新探索正是新时期不断提升国家治理能力与治理水平的重要体现。十八大以来,党的治国理政呈现出新的发展方向及新特征:党内民主成为推进社会民主建设的源泉和引擎,法治模式成为现代国家治理的新模式,顶层改革设计与基层实践探索相呼应,在放权社会中推动形成"政社互动"的良好局面。
After the 18th CPC National Congress, a number of new explorations on governance have been made by the CPC central committee which centers on General-secretary Xi Jinping, and plenty of new ideas and new thoughts have been formed, such as the integrated construction among law-governance state, law-governance government and law-governance society; justice and fairness; judicial justice; national governance system and governance capacity modernization. Under the guidance of the new ideas and new thoughts, the practice explorations on governing have been conducted gradually： strengthen the anti- corruption reform, and realize the standardization of power operation; strengthen the law-governance construction, and realize the modernization of governance capacity; promote the innovation of social governance, and develop the negotiation, democratization and tolerance of social governance; Strengthen the public management and service function in the open and mobile society, and promote the integration of urban and rural management services.This series of new explorations is an important embodiment of enhancing the state governance ability and improving the governance level in the new era. After the 18th CPC National Congress, the party＇s governance shows a new developing direction and presents new features： democracy within the party becomes the source and engine to promote social democracy construction; the law-governance has become a new mode of the modern state governance; the top-level reform and design is in concert with the grass-roots practice and exploration, and forms a good situation of ＂interaction between state and society＂ in the decentralization of society.
