摘要
应用平衡计分卡模型以及结构模型方程中的因素分析方法,分析了科技创新与公共事件应急能力之间的关系,通过定性和定量分析相结合,深入研究了科技创新对公共卫生事件应急能力的作用。模型运行结果显示:科技创新是突发公共卫生事件应急管理的刚性支撑条件,科技创新能力的提高将有助于完善和健全突发公共卫生事件应急管理体系。
In this paper, the relationship between science and technology innovation and public heahh emergency ca- pability was analyzed through factor analysis of Balanced Scorecard Models （ BSM ） and Structural Equation Models （ SEM ）. The role of science and technology innovation and public health emergency capability were also studied comprehensively by qualitative and quantitative analysis. Running results of the models showed that science and technology innovation was the rig- id support of public health emergency management, and the improvement of science and technology innovation capability will help to perfect the management system of public health emergencies.
