摘要
针对生态城市建设发展过程中的概念混论及发展目标不清晰等问题,从经济发展、生态环境、社会进步3个方面出发,结合国内外权威机构和国家各部委制定的指标体系和一些特色指标,建立了一套彰显滨湖特色且发扬滨湖优势的科学、合理与操作性强的评价指标体系,规范生态城市建设、定量评价生态城市发展程度,使城市管理决策部门明晰生态城市建设的方向,掌握城市发展现状及不足之处,为城市的规划和建设、管理和决策提供参考。
To solve the concept confusion and unclear development goals in constructing and developing the eco-city, taking economic development, environment, and social progress into account, combining with some distinctive indicators and the index system which developed by domestic and foreign authorities and national ministries, it sets up a scientific, rational and workable evaluation system, which highlights characteristics of Binhu District and carries forward Binhu＇s advantages, to standardize eco-city construction, quantitative eco-city development level, so that Urban Management Decision-making Departments can have a clear direction of ecological city construction, and master the situation and deficiencies in urban development, finally, provide a reference for urban planning, construction and management decisions.
