摘要 "基础四国"机制主要致力于进一步促进南南合作、开拓南北合作的可能性,推动国际气候谈判秩序向多极化发展,使得"基础四国"机制成为国际气候谈判中不可或缺的问题解决机制。该机制还面临着许多内部的挑战和外部的阻挠,但是只要机制内各国共同努力,"基础四国"机制必能获得长足的发展,并为推动国际气候谈判、为全人类解决气候变化问题做出贡献。 The BASIC mechanism focuses on further promoting South-South cooperation,opening up the possibility of North-South cooperation,promoting international climate negotiations towards the development of multi polarization so as to make BASIC mechanism become indispensable mechanism on issue resolution in international climate change negotiation.The mechanism still faces many internal challenges and external obstructions,but as long as the countries in the mechanism make coordinated efforts,the BASIC mechanism will be able to make considerable development,and to promote international climate negotiations,thus making contributions to the whole mankind in the solution of the problem of climate change.
