摘要
[目的]探讨构建适合社区卫生服务中心基本医疗职能的关键绩效指标体系。[方法]基于文献归纳和焦点组讨论进行指标初选,对某省社区卫生服务中心数据进行聚类分析,并结合焦点组讨论确定最终指标。[结果]提出16个关于基本医疗职能的初选绩效考核指标,最终确定4个关键绩效指标,分别是:平均每个卫技人员担负住院床日数、医疗收支比、平均每个卫技人员担负诊疗人次数和向上级医院转诊人次数占总诊疗人次比例。[结论]KPI考核指标的探索需要主观与客观相结合、通用性和权重设置相结合;绩效考核指标标准应考虑到被考核机构的实际能力;将权变理论应用于KPI考核指标选择。
Objective To discuss the constructing key index system of performance evaluation of primary medical service for community health service centers. Methods The collection was based on literature induction method and focus group discussion. Cluster analysis on the data of community health service centers in a province, and confirmed last index combined with focus group discussion. Results It put forward 16 primary performance evaluation indexes of primary medical service for community health service centers. Among them, 4 key indicators were confirmed. They were hospitalization beds days of per health worker takes on, medicine and medical treatment income and expenses ratio, medical treatment times per health worker takes on and the ratio of referral times up total medical treatment. Conclusions The exploration of KPI should combine with Objective and subjective Methods, universality and weight setting. Performance evaluation index should consider actual capacity of primary health care institutions. Contingency theory should be applied to KPI evaluation index selection.
