摘要
依据公立医院设定关键绩效指标的原则和程序,探讨构建适合政府、社会以及患者对公立医院进行管理、监督、考核的绩效评价体系。以期达到促进公立医院遵循医疗卫生方针政策,维护人民群众的根本利益,更好地体现公立医院的"公益性"和"非营利性"特征,保证卫生事业健康与可持续发展。
On the basis of the principle and programs of the key performance indications set up by state-owned hospital,the paper studied a suitable performance appraisal system for government,community and patients to manage, supervise and evaluate the state-owned hospitals in order to promote state-owned hospitals to follow medical and health principles and policies maintain people's fundamental benefits ,better reflect the "public welfare" and "non-profit" characteristics, which can assure health work developing healthily and sustainably.
