摘要
伴随着社会形态的嬗递演进,社会及其所处的环境变得越来越复杂,但与之相应的社会治理系统却未能对复杂性的变化做出积极回应,始终在"简化逻辑"下探寻化约复杂性的方法。政府及其他治理主体都无法跳脱出这一窠臼,借助于诸种简化机制以求实现一种"以简驭繁"的治理。然而,这种简化逻辑仅适用于复杂程度较低的社会,当全球化、后工业化带来的大量奇特问题不断冲击治理系统时,政府很难从千头万绪、瞬息万变的现象背后抓住需要简化的问题本原,这也直接导致了预期的不确定和治理过程的裂解。通过分析不同时期社会治理的主要简化机制,可以厘清隐匿在纷繁表象之中的社会治理逻辑,从而澄清社会治理简化追求所存在的问题。在承认并接纳复杂性的条件下,方能有效抗拒简化的习惯引力,发掘一种社会治理由"化繁为简"到"与繁共生"的转向可能。
With the development and evolution of social formations, the society and its surroundings have become more and more complex increasingly, but on the other hand, the governance system, which is in the pursuit of“becoming simpler”all the time, never makes any corresponding adjustment. By means of various kinds of mechanisms to reduce the social complexity or complicacy, the governance subject tries to achieve a kind of governance“controlling what was complicated by what is simplified”. However, this logic of governance in the pursuit of simplification is only applicable for the society with low degree of complexity or complicacy. In the process of post-industrialization, the social complexity or complicacy has been beyond control of the governance system, lead？ing to a large number of peculiar problems which enables the government to have difficulty in grasping the origin（s） of those problems in need of being simplified behind a multitude of even-changing phenomena, and thus directly to the expected uncertainty and splitting decomposition in the process of governance. The analysis of main simplified information mechanisms of social governance in different periods may help to clarify the evolutional logic of social governance hidden in numerous and complicated representations, and to make the limitation（s） of this pursuit of simplification clearer, in order to, ultimately, resist the habit gravity of simplification effectively and find out a guideline of reform corresponding to complexity or complicacy for the governance system under the condition of the acknowledgement and acceptance of complexity or complicacy.
