摘要
供给侧结构性改革是我国适应经济新常态、引领经济新常态的必然选择。在供给侧结构性改革前、中、后的不同阶段,就业面临着不同的转换特征。在供给侧结构性改革过程中,我国就业形势面临着新增就业岗位减少、落后产业职工转移、对专业型创新型人才需求增加、新型就业人群增加等一系列变化,这些变化关系到劳动者的基本权益和社会的和谐稳定。政府需要充分发挥市场在劳动力资源配置中的决定性作用,继续推行"双创"政策;发挥政府、高校和市场的合力,不断优化人才供给结构,提升人才培养质量,做好去产能过程中的劳动力转移安置工作。
The supply-side structural reform is inevitable choice for China to adapt to the Economic New Normal.Before,during and after the supply-side structural reform,the employment situation in our country is faced with different transformation features.In the process of the reform,the employment situation in our country is confronted with a series of changes,such as reduction in new jobs,laid-off workers transferred from backward industry,increasing demand for professional and innovative employment,which involve the basic rights and interests of workers and social harmony.The market should be put into the decisive position during the allocation of labor resources, while government continuing its policy of"entrepreneurship and innovation".It is advisable to make full use of the joint forces from government,universities and market,constantly optimize the structure of talents supply,improve the quality of personnel training and complete the resettlement of labor when the excessive industrial capacity cut.
