摘要
土地领域一系列改革措施的出台,使我国土地储备机构面临新的发展要求。梳理我国土地储备机构组织管理体系现状,基于依法治国、制度变迁及交易成本视角分析土地储备机构组织管理困境,从政府职能转变、供给侧改革等五个方面对新时期土地储备机构组织管理体系重构的内在逻辑进行思考,进而提出明确土地储备机构职能、完善法律体系、统一土地储备决策机构、加强储备机构间网络化联系及合理设置土地储备机构部门等有效路径,提高土地储备机构管理效率。
A series of reform measures introduced in the field of land so that the land reserve institution in China is facing the new development requirements. This paper reviewed the status quo of the organization and management system of the land reserve institution, and then analyzed China＇s land reserve institution management dilemma from the perspective of the rule of law and system change and transaction cost. From the supply side reforms, multi-planning united five aspects, we give thoughts on the internal logic of the reconstruction of the organization and management system of the land reserve institution in the new era. And then put forward the effective path such as path clear land reserve institutions function, improve the legal system, unified land reserve decisionmaking institution, and strengthen networking relationships between institutional reserves and set up land reserve agencies reasonably, in order to improve,the efficiency of management of the land reserve institution.
