摘要
2015年11月国家卫计委等9部门联合发布《关于推进医疗卫生与养老服务相结合的指导意见》,从国家层面将医养结合理念贯穿于日益凸显的养老服务需求之中,为解决老有所养、老有所医的社会问题提供了全面和有力的政策支持。文章基于对医养结合模式提出的背景和概念的理解,系统分析当前我国在该模式下养老事业发展遇到的瓶颈与成因,并提出完善我国医养结合养老服务模式的政策性建议。
In November 2015, the National Health and Family Planning Commission and other nine departments jointly issued ＂Guidance of furthering the combination of medical care and elderly care＂, which carried the concept of the combination of ,medical care and,elderly care into the increasingly prominent demand of elderly care,and provided a comprehensive ＂and forceful policy support for solving the social problem of daily service anti＇medical care for the aged. Based on the understanding of the background and notion of the mode of combining medical care and elderly care, the article systematically analyzes the difficulties and causes in the development of the old--age care in China,and proposes suggestions for its improvement.
