摘要
目的:通过介绍几种国际上常用的退休老年人的医疗保险制度,对我国城镇职工人员退休后基本医疗保险是否缴纳保费以及缴纳的方式方法提供参考和借鉴。方法:主要通过搜索国外关于老年人或退休人员的医疗保险缴纳保费相关的文献资料,对其内容进行提取和总结,对我国的制度建设提供建议和借鉴。结果:总结国际上通用的退休人员或者老年人的医疗保险制度有四种模式:日本式家庭医疗保险,美国式平时上缴,退休后要想获得更好的医疗服务继续上缴,法国式养老保险中包含医疗保险以及新加坡式储蓄医疗保险,我国可以借鉴各种模式的优点形成我们的制度。结论:四种老年人医疗保险制度关于保费缴纳模式都有值得借鉴的地方,但是也有弊端,在扬长避短的基础上,形成我国合理的退休人员医疗保险制度。
Objective： The present study introduees several international commonly used in the medical insurance system for the elderly and the retiree. In order to provide reterenee lot China＇s urban basic medical insurance for retired workers who pay premiums and how to pay it. Methods： Literature review. Results： The article concludes 4 kinds of systems for medical insurance of the elderly and the retiree including the family heahh insurance like Japan, Before retirement pay cost, in order to obtain better service continue to pay cost after retirement like America, Endowment insurance includes health insurance like French, Saving medical insurance like Singapore. According to the different systems, we can form our own health insurance system for retiree. Conclusion： The 4 health insurance systems for elderly is good for our system construction, but they also has disadvantages, so on the basis of the foster strengths and circumvent weaknesses, we form our own reasonable retiree medical insurance system.
