摘要
转型时期,我国西部地区面临着复杂的发展问题,经济增长、社会建设与生态保护的矛盾日益突出,传统经济发展方式无法有效解决目前的困境。因此,以绿色发展理念为指引,构建适合西部地区的发展方式,实现经济、社会、生态的高效、协调、和谐、可持续发展,已成为理论界和实务界高度关注的议题。绿色治理机制是包括政府引导、社会自治、公民参与、法治保障等要素在内的多元主体协同共治的发展方式,是经济发展进入新常态下的必然选择。以此为基础,通过对贵州案例的研究,对西部地区实现绿色治理的现状与困境、意义和基础以及运行机制展开了分析和探讨。
In the transition period, the western china faces deep development issues. Nowadays, the contradictions between econom- ic growth and ecological and the conflict between social construction and ecological protection is increasingly prominent. The existing development mode can not effectively solve the present difficulties. The development level of the western chi- na is related to the realization degree of the goal to build china into a moderately prosperous nation in an all - round way. Under the guidance of the principle of the green development, building a way suitable for the development of the western china and realizing efficient, concerted, harmonious and sustainable development of economy, society and zoology is be- coming a hot topic in the academic world. The green governance mechanism including government guidance, social auton- omy, civic participation and law guarantee is a development way which multiple subjects took part in together. The green governance mechanism is the inevitable choice wheu economic development went into the state of new normal. Taking Guizhou province for example, this paper makes a description of the present situation, plight, meanings and basis of real- izing the green governance in the western china. In addition, this paper analysis and discuss the operating mechanism of the green governance.
