摘要
社会保障制度建设的包容性发展是指执政党在社会保障政策研究、制定过程中主动吸纳其它政党的提议建言,从而推进了社会保障健康地发展。资本主义国家社会保障政策过程中的多党竞争,不公平也缺乏包容性。中国社会保障制度建设历程中各民主党提案建言,共产党倾听吸纳,充分地体现了民生主义共同信仰的双重"制度自觉"和包容性发展。我国社会保障的巨大成就本质上也是中国政治协商制度的正义性证明。多党合作下的包容性发展是我国社会保障制度建设的一份宝贵的财富,资本主义国家所谓的民主政治不适用于中国。
The inclusive of social security system construction refers that the ruling party initiatively attracts some advice from the other parties and promotes the healthy development of social security in the process of research, formulation of social security policies. Multi-party competition policy in capitalist countries, it is unfair and non-inclusive. The process of the construction of social security system in China, which Democratic proposals suggestions, the Communist Party listens to absorb, fully embodies the double ＂system consciousness＂ and inclusive development based on the common belief of the principle of people＇ s livelihood. The great achievements of social security are also the proof of justice on China＇ s Political Consultative System. The inclusive development under the multi-party cooperation is a precious wealth of the characteristics of the construction of social security system in China. Furthermore, the so-called democratic politics in the capitalist countries is not applicable to China.
