摘要
生态扶贫是扶贫开发与生态保护有机结合的扶贫新思路,是绿色发展理念在扶贫开发中的体现,也是精准扶贫思想的有益补充。通过深刻把握生态扶贫的理论蕴意和实践价值,以及充分思量其所面临的现实困境及破解思路,以绿色发展为导向完善生态扶贫战略构想:始终坚持绿色发展,做好生态扶贫顶层设计;科学推进生态移民,提高生态扶贫精准度;大力发展生态经济,促进扶贫与生态良性互动;稳步实施生态治理,增固贫困地区环境承载力;有效整合生态资源,拓展生态扶贫合作平台。由此得出结论,生态扶贫是实现贫困地区生态保护和扶贫开发双赢的有效途径。
Ecological poverty alleviation is a new thought to combine with the ecological protection and poverty alleviation, which is the embodiment of the concept of green development during the poverty alleviation, and is useful complement of precision poverty alleviation. By understanding ecological poverty alleviation theory contents and practical value, and consideration of the practical difficulties and solutions, to improve the strategy of ecological poverty alleviation based on green development, We draw a conclusion that ecological poverty alleviation is an effective way to realize the strategic goal of poverty alleviation and ecological protection.
