摘要
环境财政支出可以通过改善环境,节约居民医疗成本,增加消费,从而推动经济增长。笔者通过构建一个两时期世代交替模型,分析了环境支出通过健康途径影响经济增长的理论机制。笔者认为,一方面,环境支出会改善环境,节约医疗成本,促进消费,实现经济增长;另一方面,也会增加企业负担,降低个体要素回报,减少消费,不利于经济增长。
Environmental expenditure can promote economic growth through health channel,which improve environmental quality,save consumers＇ medical cost. We construct a two-period overlapping generation model,studying the theoretical mechanism of environmental expenditure on economic growth through health channel. When it comes to steady state,environmental expenditure can promote economic growth,but also can burden enterprise＇s cost,reduce consumption,affecting economic growth negatively. Conducting an empirical analysis based on China＇s provincial panel data from 2003 to 2013,the result shows that the increase of government environmental expenditure can significantly promote economic growth.
