摘要
最低价中标法是一种最能体现招标宗旨的评标方法,它能充分形成竞争、最大限度的节省工程投资,具有较高市场效率.文章主要研究最低价中标法在中国实施过程中存在的问题及应对办法,建立一套完善的配合最低价中标法实施的机制;发挥最低价中标法的最大优势和效益,使理论上最完美的最低价中标法,推广成一种便于操作、可行性强、能最大限度实现工程项目建设目标的招标评标应用模式.
The lowest price bidding method is a best evaluation method to embody the bidding purpose. It can lead to competition, optimize the project investment with significant market efficiency. The purpose is to study the problems and solution during the process of lowest price bidding method, to found a perfect implementation mecha-nism for the lowest price bidding method, including restraint mechanism, safeguard mechanism and incentive mech-anism. Combined with the market regulation, the lowest price bidding method can exert the maximum advantages and promote the development of China s bidding, which makes the lowest price bidding method easy to operate, with better feasibility and maximize the evaluation of construction target bidding.
