摘要
最低价中标法在部分发达国家及地区的成功应用,早已成为一种国际惯例.从建筑工程招投标制度起源的英国、推行实施最低价中标法最具有典型意义的美国、一般规模招标与指定竞争招标并用的日本,到应用原港英政府遗留下来的最低价中标法的香港,结合我国建筑市场具体情况,探索我国可以借鉴的成功经验,如实行严格的资格预审制度、量化评标方法、设立强制担保制度、设立施工企业定额制度、中标价的复核程序,推动我国建立较为完善的最低价中标制度的进程.
It has already been an international practice for some developed countries and areas to apply the lowest successful bidding method. The United Kingdom is the origin of the construction engineering projects bidding system. The United States is the most typical country for the promotion of the lowest successful bidding method. Japan combines the general size tendering with the designated competition tendering together. Hong Kong still uses the lowest successful bidding method which is the legacy of the previous British government. With the above historical process and the special circumstances in the construction markets in China, the process of building a comprehensive lowest successful bidding system could be accelerated through discovering the successful experiences, such as the implementation of strict prequalification system, quantization of bidding evaluation methods, the establishment of a mandatory security system, and the establishment of construction enterprises quota system and review procedures of bidding prices.
