摘要
文章首先通过增加知识子系统来构建新的产业集群创新系统,在此基础上研究人力资本迁移流动对产业集群创新系统内企业技术创新的作用机制,认为人力资本迁移流动通过知识溢出效应改变产业集群创新系统及其内部企业的整体知识水平,进而影响技术创新效率;然后通过对世界银行2012年中国制造业调查数据的实证分析,验证了人力资本迁移流动是影响产业集群内部企业技术创新的重要因素,但是由于我国产业集群以劳动密集型产业为主,人力资本的流动以普通劳动者为主,导致人力资本迁移流动对技术创新的影响作用不强;文章最后针对分析结果提出对策建议。
This paper build a new innovation system of industrial clusters by adding a knowledge subsystem, and then the paper study on the mechanism of action of migration flows of human capital, it believes that the flow of human capital in industrial cluster will lead to knowledge spillover, while knowledge spillover will affect the cluster enterprise＇s technology innovation,therefore, the human capital flow is important for the enterprise technology innovation. Subsequently, the paper verifies this mechanism of action through empirical study by using the survey data of Chinese manufacturing industry in 2012 by the World Bank, and also finds that although the human capital flow has a significant positive impact on enterprise innovation within industrial clusters, the strength of this impact in our country is weak, indicating the human capital flow in our country has not been playing an important role in technology innovation. Finally, the paper puts forward corresponding countermeasures against the above analysis results.
